Those lamps are purely resistive loads which means they have a power factor of 1. This means the actual power consumed and the apparent power are equal. The actual resistance of the filament depends on the temperature. The cold resistance is much lower that the resistance when the lamp is lit. The fact that incandescent lamps are resistive loads gives them numerous advantages over fluorescent lamps and HID lamps.
